The Catalan Land Institute (INCASÒL) is selling plot PC3*-08.01, located within the Parc de l'Alba sector in the municipality of Cerdanyola del Vallès, Barcelona. The plot is offered through a competitive public tender process, open to any individual or legal entity meeting the requirements set out in the Information Document.
Any individual or legal entity, Spanish or foreign, with full legal capacity to act, not subject to any of the prohibitions on contracting under Article 71 of Spain's Public Sector Contracts Act (Law 9/2017), and up to date with tax obligations to the Spanish State Administration, the Government of Catalonia, and Social Security.
The starting price is €690/m²st on a buildable area of 36,983.02 m²st. The total base price is €25,518,283.80, to which VAT of €5,358,839.60 must be added. Offers must be equal to or above the starting price.
Yes. To participate, a deposit of €200,000 must be transferred to INCASÒL's bank account: ES89 0182 6035 4500 0076 9871 prior to the submission deadline. Proof of the deposit must be included in Envelope No. 1 (Administrative Documentation).
The deposit will not be returned to the successful bidder or subsidiary bidders until, at most, one month after the signing of the purchase agreement. The deposit is forfeited in the event of unjustified withdrawal of the offer, failure to appear at signing, acknowledgement of an error rendering the offer unviable, or breach of any other obligation arising from participation in the tender.
The submission process has two stages:
The online application must be submitted through the Catalan Government's online procedures portal (web.gencat.cat/ca/tramits) by 14:00 on 2 October 2026. The economic proposal and proof of deposit are not attached at this stage.
Using the confirmation receipt generated by the online submission, the bidder must then deliver in person by 14:00 on 5 October 2026 to the INCASÒL registry (Carrer Còrsega 273, ground floor, Barcelona) two sealed envelopes: Envelope No. 1 containing the administrative documentation, and Envelope No. 2 containing the economic proposal.
Envelope No. 1 (Administrative Documentation) must contain: a copy of the company's deed of incorporation and the signatory's authorisation, a copy of the company's tax identification number and the signatory's national ID, and proof of the €200,000 deposit.
Envelope No. 2 (Economic Proposal) must contain the economic proposal specifying the unit price offered in €/m² of buildable area and the chosen payment method (full payment or deferred payment).
Envelopes No. 1 and 2 will be opened at a public hearing on 7 October 2026 at 12:00 at the INCASÒL offices (Carrer Còrsega 273, Barcelona).
The plot is awarded to the highest economic offer. In the event of a tie on price, full payment is prioritised over deferred payment. If the tie persists between deferred payment offers, the shorter financing term takes precedence. If the tie still cannot be broken, a draw will take place at the offer opening session.
Two payment methods are available:
Full payment: the total awarded price plus VAT is paid upon signing the purchase agreement, with a maximum deadline of 18 December 2026.
Deferred payment: the successful bidder pays 30% of the price plus the full VAT amount at signing (maximum deadline 18 December 2026). The remaining 70% is paid in deferred semi-annual instalments over 5 or 10 years, at the following fixed annual interest rates (based on the current legal interest rate of 3.25%): 4.38% over 5 years and 4.88% over 10 years. Full or partial early repayment (minimum 30% of outstanding capital) is permitted at any time, at no additional cost.
Choosing deferred payment does not entail any arrangement fees, except for the guarantees that may be established in favour of INCASÒL upon signing the deed of sale. Semi-annual payments are collected by INCASÒL via direct debit from the bank account designated by the successful bidder.
Yes. The successful bidder must begin construction works within 2 years and complete them within 4 years, covering at least 50% of the ground floor footprint of the plot. These deadlines run from the signing of the purchase agreement, or from the date of final approval of an Urban Improvement Plan (PMU) if one is required for the project.
Depending on the project presented by the successful bidder and the response of Cerdanyola del Vallès Town Council, prior approval of an Urban Improvement Plan (PMU) or equivalent urban planning instrument may be required. The Information Document sets out the specific payment terms and deadlines for both scenarios. We recommend discussing this with INCASÒL's commercial specialist before submitting your offer.
The successful bidder must formalise the purchase agreement by 18 December 2026 at the latest. Failure to do so due to reasons attributable to the bidder will result in cancellation of the award and forfeiture of the deposit.
